They disagree not only about numbers but about legal category — whether a fence is a "structure", whether a retaining wall counts against it, whether the corner rule is a height or a geometry, and whether the answer is in the zoning bylaw at all. If your lot touches water, the municipality matters most

Eight municipalities regulate a fence near water, and they do not agree on direction, let alone distance. Central Saanich expressly exempts fences from its marine setback; Highlands and View Royal prohibit them within 30 m of fresh water.

SookeFences and retaining walls may sit in a required setback, but seawalls are expressly excluded from that allowance.
SidneyNo fence or gate over 1.2 m in a natural boundary setback.
Central SaanichFences are EXPRESSLY EXEMPT from the 10 m marine setback — the opposite of every neighbour. A Development Permit still applies inside a Development Permit Area.
North SaanichNo building or structure other than staircases, walkways and retaining walls within 15 m of the natural boundary of the marine shoreline, except in the Marine zones.
View RoyalNo fence, retaining wall or other structure within 15 m of the natural boundary of the sea, or 30 m of any lake, pond, marsh or stream. "Fence" is named expressly.
MetchosinNot in the Land Use Bylaw, but the BC Riparian Areas Regulation applies to lots with a stream or wetland.
HighlandsProhibited within 30 m of the sea, of nine named lakes, of any other lake, pond or wetland, and of five named creeks or any other watercourse. The clause overrides everything else in the bylaw.

Questions homeowners ask

How do I know which municipality I am in?
Your property tax notice names it, and so does your municipal utility bill. Greater Victoria is thirteen separate local governments, not one city, and the boundaries run down the middle of ordinary residential streets in several places.
Why do these differ so much?
Each local government writes its own zoning or land use bylaw, at different times, with different drafters. Oak Bay's fence bylaw dates from 1986 and is written in feet; Central Saanich's zoning bylaw is from 2026.
